I do believe they watch what eachother are doing so they can figure out how much they can charge without losing too much business to their competitors.

A more likely culprit in high prices is insufficient refining capacity.

Just looking at the prices around me, one can tell that they're fixed within 10 cents of each other. I find that the prices follow the NASDAQ - when it closes on the up side, gas prices fall within 2 days/ when it closes on the down side, gas prices rise within 1-2 days.
